About:
Early in my career, I worked in various small architectural offices, and practiced architecture independently, designing custom homes and senior residential facilities. My wife, Peggy, and I have been married for 55 years, have two children, and three grandchildren. We are active members of Saddleback Church for 35 years, and both have served in various ways at the Lake Forest and Rancho Capistrano campuses, as well as in the Saddleback Native American Ministry since 2005.

Specialty:
I’m fortunate to have worked in the building industry for over 50 years. When asked “what do you do?” I always go first to my chosen profession: “I’m a licensed architect. With that I wound up managing design and construction projects for a living.” Complex projects, exciting projects, demanding projects – most of them, fun projects. All of them – memorable, each in their way.

My specialties are program and project management; design-build and multi-delivery project management; business development; contracts procurement / management for airport and public building programs.

Technical Skills:
My foundational skill is project management. Organization. Communication. Owner’s representation. Further skills include project scope development; RFQ / RFP development; procurement strategies; risk evaluation; design procurement; contractor procurement; interviews / negotiations; change management; close-out support.

Experience:
Aviation PM Consulting, Principal Owner (2014-Present)

As Program Manager at John Wayne Airport, I led implementation of a $104M Terminal Improvements Design / Build Project. Worked with JWA staff during Bridging Documents development, then championed the procurement process to conduct outreach meetings with airport design and construction firms; developed procurement strategies including a unique 3-part contract format to that quantified the risk register within the GMA; worked with Airport staff to establish criteria for phased project implementation; conducted proposal interviews and negotiations; headed up the JWA PM Team. The project closed out with change orders at approximately 2% for owner requested changes only. Follow on projects included master planning airport-wide / landside signage and wayfinding; airport art studies; and implementation drawings for airport art.

Faithful+Gould, Project Executive / West Region Aviation Lead (2005-2014)
I managed and provided consulting services for LAX Tom Bradley Terminal; San Diego Airport Terminal 2 Expansion; SFO Terminal 1 and Airport Traffic Control Tower; Consolidated Rental Car Facilities at LAX and San Antonio; Omaha Terminal & Airfield Master Plan; and San Bernardino International Airport cost consulting. As part of a nationwide TSA program management team, I provided liaison; oversight; coordination and logistics for planning, design, and initial implementation of airport-wide inline baggage screening program at LAX; coordinated with TSA to provide screening equipment for an inline program at Ontario International Airport and semi-inline screening at Long Beach. Bringing governmental experience to F+G, I coordinated a team of experts to provide value management studies, reports, and recommendations for three major design-build Federal courthouses (L.A., San Diego, Salt Lake City), the California Office of the Courts (Long Beach), and USACE L.A. District (section of L.A. River).

John Wayne Airport, Consultant Project Manager (2002-2004)

I managed design and implementation of major security projects at John Wayne Airport, including post 9/11 airport-wide inline baggage screening program; expansion of passenger security screening; enhanced force protection; and K9 / Bomb Squad facilities. JWA achieved the status of being first airport in the nation to fully comply with TSA security requirements post 9/11/01 back of house screening. We were able to achieve this by use of CMAR delivery within the confines of California’s strict emergency public contracting laws, proceeding with design, phased procurement, and aggressive expediting to begin operations as required by Congress on January 1, 2003. All in a short duration of 5-1/2 months!

The Austin Company (1976-2001)
For 25 years, advancing from Architectural Job Captain, Project Manager, Director of Aerospace / Government Projects to Director of Northern California Operations, I managed, developed or oversaw design and construction of more than six million square feet of manufacturing, office, laboratory and SCIF facilities nationwide, beginning in St. Louis. My most notable projects include master planning, design and construction of the C-17 manufacturing facilities; Delta IV/EELV launch vehicle plant in Decatur, AL; as well as secure integration / test facilities in St. Louis, Sunnyvale, Huntington Beach, Anaheim and Long Beach, CA. Stepping up to take on West Coast Federal programs responsibilities, I was able to develop, maintain and provide leadership on IDIQ contracts with multiple Federal agencies. Work included: Air Force on-call projects in Alaska; Postal facilities in California; GSA Region 9 multi-year IDIQ that uniquely authorized full design services for renovation of Federal Buildings in Santa Ana and San Diego; and a standalone design-build contract for comprehensive renovations at the USGS Menlo Park campus. In a breakthrough strategy, working with Austin management and outside consultants, I assembled a project team that won design and construction management to increase parking at John Wayne Airport, then spearheaded concepts for the Airport’s ground transportation center, providing a necessary architectural and visual break in an otherwise half-mile long parking structure wall.
